Credit will not be extended on faxes, copies, printing or any other services provided by the library. Payment must be provided at the time of service.
Black and White Copies
Color Copies
25 cents a page with a 10 cent per page discount if the patron makes their own copies.
50 cents a page; with a 10 cent per page discount if the patron makes their own copies.
A double sided copy will be charged as two pages.
Patrons can bring their own copy machine paper; the price for printing will remain the same. Card stock is not permitted in the copy machine or printer.
Employees of the City of Perry receive free black and white photocopies while on duty and performing official job functions.
There will be times this service will not be available due to staffing levels.
Faxing
A cover sheet will be provided by the library. There is not a charge to fax the cover sheet unless more than contact information is included on the cover sheet. Faxes will only be made to numbers in the United States.

Incoming: $0.75 (each page)
Due to staffing and time constraints, the Perry Carnegie Public Library will limit their research assistance to reader’s advisory, ready reference questions and assisting in locating materials to allow the patrons to research the topic.
Perry Library will not provide in-depth research where the research will take more than 15 minutes of time. We will assist in finding the materials for the patron to look through, or recommend the use of a database. Regrettably, we don’t have the staffing to research in depth reference questions.
The Noble County Genealogical Society will assist with genealogical questions based on volunteer availability.
We are not able to trouble shoot individual’s personal laptops, or other devices.
The Library maintains pencils, pens, and scrap paper for patron use. Other than these items, staff will not furnish office supplies or paper cutters for use by patrons.
At the discretion of library staff, minors may make short, local phone calls in order to arrange for transportation from the library. What constitutes a short and/or local phone call, shall be made by library staff. Library telephones are meant for official business, and determinations will be made with this in mind.

Patrons wanting to check items out must present their library card or photo ID. The card must belong to the patron in question, and patrons may not impersonate others to circumvent circulation policies. There are two exceptions to this policy:
1. Parents or guardians wishing to check out materials for children under the age of 18 may do so on their behalf.
2. With proper documentation, the Library Director may waive this rule so caregivers can check out materials for adults not able to physically visit the library.
All circulating materials (except movies) circulate for two weeks. The fines are $.50 per item per day to a maximum of $2.50 per items.
Movies circulate for two days. Overdue fines are $1.00 per item per day to a maximum of $5.00 per item.
Items will not be due on Saturdays or days when the library is closed.
All items are due back by closing. A limit of TEN (10) DVD’s will be checked out at one time per address. The limit of four movies per card still applies to individuals.
Patrons may check out 8 items at a time, and only 4 of them may be movies.
Items may be renewed twice, after that the item must be returned to allow another patron the opportunity for checkout. Items may not be renewed if there are holds on the item. Patrons under the age of 13 are only allowed to check out “G”-rated movies. Patrons 13 years and older are allowed to check out PG and PG13 movies without a parent present. Library patrons need to be 18 or over to check out rated R movies, and rated R movies may not be checked out on cards of minors.
The Library Director may modify loan periods for teachers on a case-by-case basis. Teachers are responsible for all fees.
No materials will be checked out or renewed to patrons whose records reflect a balance of more than $5 in overdue fines or has item(s) checked out more than one week overdue.
Only one test book may be checked out per card at a time.
Staff will conduct a damage or infestation inspection before re-shelving library materials; items with insect infestation will be charged retail price for the materials.
If items are returned heavily damaged, the retail price will be charged. If items are returned with minor damage, one fourth to one half retail price will be charged.
If the items aren’t moldy or infested, the library will hold onto the materials for two weeks, so the patron can see the damage.
Materials returned without library labels/markings or missing covers will be charged a fee of $1 to $3 per item.
If a movie is returned without the case a $3 fee will be charged. Audio books returned without cases will be charged $6.
Overdue Notices and/or automated calls will be sent to patrons at least once a week.
Automated calls will serve as the first overdue notice. Thereafter, overdue notices will be mailed.
The second notice will be mailed when the item(s) are 14 or more days overdue.
The third notice will be mailed when the items are 35 or more days overdue. A note will be included with the third notice warning the recipient of the potential use of a collection agency if the items are not returned or paid for promptly.
When items are six or more months overdue, the account can be submitted to a collection agency. Accounts can be individual library cards or parents/guardians linked with child(ren). Accounts with less than $50 in debt will not be submitted. Fees charged by the collection agency will be passed along to the patron.
Materials that are six months overdue or items that have been sent to collections may only be returned if the library director believes they will add value when returned to the library. This would include items that have not been replaced, items that are still in demand or items about local history.
The Library Director reserves the right to contact the patron at any time after a notice has been sent concerning prompt return of library materials.
If materials are lost the retail price of the item(s) will be charged.
E-books are provided at no cost to patrons with library cards at Perry Carnegie Library. The patron needs to make an appointment for assistance, and have working knowledge of their device. Library staff is not permitted to touch patron’s electronic devices to mitigate liability issues. Handouts will be provided at the library for additional assistance.
If we do not have a particular item, we will attempt to order it online from another library. Availability of items is subject to the holdings of other libraries, as well as their ability and willingness to send materials.
This service carries a fee of $2.00 per item, payable on pickup. If the item is not picked up the $2 fee will still be charged.
Each patron is limited to three interlibrary loans at a time and a total of thirty interlibrary loans per year.
DVD’s will not be borrowed through ILL unless the movie is of educational value and will be shown in a classroom.
If overdue fines/fees are higher than what Perry Carnegie Library charges, the borrower will pay any fines/fees charged by the lending library

Resident Library Cards
Library cards are free to those living or working in the boundaries of Noble County, Oklahoma. Patrons must present a valid form of photo identification and proof of current residence. Examples of ways to prove residency include official mail, voter identification cards, tax statements, and current bills showing current address. In case of minor children/ the ID and proof of address from parents/legal guardians will be sufficient. Adults must have a proof of address in their own name to get a resident library card.
Children must be five years old to get a library card. Only the parent or legal guardian can help a child obtain a library card.
Children living outside the library district may get a resident library card if their parent/legal guardian lives inside the Noble County boundary.
Paid Cards (must live in Oklahoma)
People who do not live or work in Noble County may obtain a library card for a nonrefundable annual fee of $25.00 per card, payable in advance with photo identification and proof of address. Library cards may only be issued to residents of Oklahoma.
Temporary Internet Use Card
Eligible addresses would include hotels, motels, campgrounds, halfway houses and shelters and other non-permanent addresses. The card will expire in six months; the patron must provide a photo ID.
Renewal/Replacement Library Cards
A free replacement card will be offered every two years at the time of renewal.
A $3.00 fee will be charged to replace lost or stolen cards; the fee for the stolen card will be waived by showing the staff a police report. This fee must be paid before the replacement card is issued.

Persons must have a Perry Public Library card to use the computers. Visitors must request a guest pass with photo identification. Use of another patron’s library card may result in the revoking of computer privileges for both the cardholder and the user of the card.
Wireless access on personal devices does not require a library card. By choosing to use this free service, patrons agree to abide by this Policy, which may be viewed on the library’s webpage.
Parents assume full responsibility for their minor child’s use of the Internet.
Library computers are scheduled for 60-minute appointments. If there are no pending reservations, this time may be extended.
Printing is available from library computers for a fee.
Computer use in the Library will be managed in a manner consistent with the Library’s Personal Conduct Underage policies posted in the Library. All policies regarding circulation of library materials apply to the use of library computers.
Use of the Perry Public Library’s Internet access, including wireless access on personal computers, to engage in any activity that constitutes a violation of local, state, or federal laws is strictly prohibited.
Unauthorized access and disclosure, use or dissemination of personal identification regarding minors is prohibited.
Accessing and viewing materials in a manner that creates the existence of a sexually hostile working environment is prohibited.
Usage that reconfigures library computers, modifies installed software, or results in damage to library computers and equipment is prohibited.
No more than two people are allowed per library computer.
The Library cannot protect patrons from information they may find offensive.
The Library uses technology protection measures (filtering software) that meets the requirements of the Children’s Internet Protection Act (CIPA) by protecting users from visual depictions that are a) obscene; b) child pornography; and c) harmful to minors.
The Library cannot protect the security of any personal information provided on the Internet and strongly discourages the release of personal information.
Library staff can assist on electronic devices to the best of their ability but cannot be held liable for the contents or performance of devices.
Failure to comply with this policy may result in having library privileges revoked.

The safety of children left alone in a library building is a serious concern. Library employees cannot be responsible for children in the library. The responsibility for the safety and behavior of children in the library rests with the adult caregiver. Library staff are not able to prevent members of the public from entering the building or interacting with children.
The term “Supervise” means that the adult caregiver will be on the same floor as the children to monitor their behavior.
A parent or legal guardian will be contacted and asked to remove a child if their behavior becomes disruptive.
A teen will be asked to leave the library premises with a copy of this policy to serve as notification to the parent or legal guardian.
The Library Director can request that children or teens be supervised by an adult caregiver at all times in the library.
Children 5 and under
Under no circumstances may children 5 and under be left unsupervised by an adult caregiver at the library or in a program.
Children 6-7
The adult caregiver must remain in the library while children are attending a library sponsored program for children. The caregiver must supervise the children if they are not in a library program.
Children 8-9
Children 8-9 cannot be at the library unattended except to attend programs. The caregiver must remain in the building if their children are not in a library program.
Children 10
Children 10 can be at the library unattended to attend a program and up to twenty minutes to select materials. Otherwise, the adult caregiver must be in the library.
Children 11-12
Children 11-12 can be in the Library unattended for up to two hours a day; the two hours would include library programming.
At Closing
Children and teens left unattended at closing may be given a copy of this policy and a brochure listing library hours. Under no circumstances will a staff member drive a child home.
Children 12 and under
If a supervisor is notified of a child 12 and under on library premises near closing, the supervisor will assist the child in calling a parent or legal guardian. If the child has not been picked up by fifteen minutes after closing or if the child cannot make contact with a parent, the police will be notified. Two staff members will remain with the child until the police arrive.
Children 13 and over
Children 13 and over on library premises near closing will be asked to use the phone to contact a parent or guardian, but will be required to remain outside the library after closing. At the supervisor’s discretion, the police may be notified.

Selection
Library material selection will be based on reader interest, currency, cost, subject, and format. The library will provide diverse materials that include controversial topics. In its most general terms, it will be the library’s policy to purchase the best books with which to satisfy the greatest number of patrons within budget limitations. If we believe that a patron request will not circulate, we will encourage them to request the item via ILL rather than having the library purchase. The library will strongly utilize professional book reviews as a criteria to purchase current materials. The Children’s Librarian will participate in Collection Development.
The library will not buy textbooks except in a rare case to fill a void in the collection rather than to help an individual student.
Donated Materials
Donated material will be given to the library with no strings attached. The library may add them to the collection, put them in the book sale, or otherwise dispose of the materials. All donations should be new or gently used. Donated materials shouldn’t have yellowed pages or be musty. We request that legal, medical or textbooks more than three years old be donated elsewhere. We cannot return items that are not added to our collection.
Deselection of Materials
The library maintains professional standards which require the deselection of materials in order to provide responsible service by maintaining an up-to-date, useful, attractive collection. Library shelves should be stocked with materials most likely to be used by our patrons. Items least likely to be used due to age or condition should be periodically removed through the deselection process.
Books with Nameplates
All books donated “In Memory of” a person shall follow our collection development policy and the Deselection of Materials Policy. Checking with the library before purchasing a book is ideal.
Challenged Materials
As a public library, parents and legal guardians are encouraged to assist their children with materials selection. We believe that parents or groups shouldn’t act in a censorship role to try to limit what other children or adults read.
Any individual may express their objections to library material by completing a Challenged Materials form. After the form is completed in full, it will be brought to the Library Director who will search for book reviews, awards, and form an opinion concerning the complaint. The Library Director will then respond. Any remaining objections will be addressed by the City Manager.
As the City of Perry does not act in a censorship role, the decision whether to retain the material in the collection shall not be based on the individual political, moral or aesthetic views of the City Manager, Library Director, or other member(s) of City Administration. Materials in the collection shall not constitute an endorsement of the views contained in them by the City of Perry. Perry Carnegie Library subscribes to the Library Bill of Rights, which states that the freedom to read is essential in a democracy and guaranteed by the First Amendment of the Constitution of the United States of America. It would conflict with public interest for the City of Perry to impose its own views for determining what materials should be made available to the public.

Library Board
The Library Board shall meet at least quarterly and will consist of the City Council members for the City of Perry. The Library Board shall elect a President and Vice President.
The Board shall fulfill the purposes of a library board as provided by state law and city ordinance.
The Board will strive to follow the Rules and Regulations to maximize State Aid funding through the Oklahoma Department of Libraries.
The Board shall from time to time plan, prepare and implement a Long Range Plan consisting of a written strategy for action for improvement of library services over a specified period of time officially adopted by the library board.
Library Director
The Library Director shall have the ability to use discretion in overriding policies in the Policy Manual on an individual basis.
Mission Statement
The mission of Perry Carnegie Library is to inspire lifelong learning, advance knowledge, and strengthen our communities.
Objectives:
Collections will be organized utilizing Dewey Decimal. Library staff will assist patrons in locating materials and information.
The library will stock popular and bestselling items, as well as classic literature, and audio-visual entertainment. Whenever possible a variety of formats will be offered; this can be limited by space and cost.
The library will work to balance its services to adults, young adults, and children. Library collections will be kept up to date through purchase of current materials and the rotating out of outdated and/or obsolete materials.
The library will cooperate with school libraries, but will not perform their functions.
Hours/Holidays
The library will meet or exceed the State’s requirement for service to the public for our population size. The Library Director will set operating hours with approval by the City Manager.
The library follows the City's schedule for holidays. If a legal holiday falls on a Monday or
Friday, the library will be closed on Saturday. In cases of emergency or inclement weather,
the City Manager or their appointed representative will determine if the library may modify
hours of operation. The public will be informed of holiday closures via the library website and social media.
Gifts
The Library Director reserves the right to accept or refuse gifts, donations, collections, displays, or exhibits.
All donated items must be in new or gently used condition.
The library reserves the right to limit quantities of donations at one time.
Any gift, display, or exhibit will be protected as is any other object in the library. The library does not accept responsibility for damage or loss if such should occur to any object on temporary loan.
The Library Director will determine the subsequent disposal of any gift.
Persons wishing to donate items as a memorial or to honor someone should check with the Director before purchasing the item to determine if the item would be beneficial to the collection. Library books are not kept permanently; the collection needs to be fluid to stay pertinent.
The library does not accept responsibility for determining the value of donated items; the library will sign a form stating that a certain number of media were donated.

Room Eligibility & Guidelines
The Thelma Knox Brown Room is available for meetings and programs of educational, cultural, and civic purposes. The meeting room will not be reserved for commercial purposes.
Only City of Perry departments will be allowed to use the room before or after hours.
Programs and activities held in the meeting room will have no admission fees charged or donations collected.
Reservations for the meeting room must be made a minimum of 24 hours prior to room usage; usage is not guaranteed until a confirmation is given.
Medical, mental health, and legal services will not be provided in the meeting room.
Groups may reserve the meeting room for no more than one meeting in any one week or two meetings in a month.
The meeting room may be booked up to two months in advance.
Reservations will not exceed three hours.
Persons reserving the room will be 18 years of age or over. One adult must be present for every 8 minors.
The meeting room may not be used for children’s birthday parties.
Should scheduling conflicts occur, library programs and activities will be given priority. No library program will be planned for a reserved date and time after a reservation has been confirmed.
The meeting room will be limited to 40 or fewer people per the fire marshal.
The group will assume responsibility for any damage to the library and contents.
Technical Assistance
If a group needs assistance hooking their laptop up to the projector, or other technical assistance is needed, the person booking the room needs to arrange for assistance when booking the room. Ideally, we can do a trial run a few days before the meeting to ensure a smooth presentation.
Housekeeping
The group making the reservation will be responsible for setting up the room, cleaning the room, removing trash, and returning tables and chairs to their original arrangements.
The refrigerator may be used with permission if space is available. Items must be removed at the end of the program.
Groups may serve light refreshments. Jell-O, Kool-Aid and brightly colored drinks may not be served because of the possibility of stains. Groups must supply their own paper products, such as cups, plates and napkins.
Signs, posters, advertisements, and/or decorations will not be placed on walls inside or outside the building.
Safety
Flammable materials are strictly prohibited.
Tobacco products, drugs, and alcoholic beverages will not be permitted.
The doors to the meeting room will remain open.
Interpretation of this policy will be at Library Director’s discretion.

The purpose of the collaboration room is to encourage collaboration between persons & provide a room for collaborative meetings for groups, associations and entities. This purpose includes military recruiting, tutoring/instruction, small business development and career guidance. It is not for entertainment, medical or psychological care, legal services, gaming, social events or function as office space.
Reserved sessions and walk in sessions will check in upstairs before occupying the room.
The room may be reserved once per week by a group, and have one walk in session per group each week. Each session will be for no more than two hours, and can be extended for half an hour if a group isn’t waiting.
Groups/group members are limited to two and a half hours per day or five hours per week.
Individuals desiring to meet for purposes inconsistent with the purpose of the collaboration room need to use another area of the library.
These rule apply to each person in the group. Don’t use different group members to reserve more than once a week for the same group. (John Doe can’t be in the room with for more than two sessions or 5 hours a week.)
Reservations may be made the first day of each month for the following month. Reservations can be made Monday through Friday at least one hour before closing.
Reservations must be claimed within 15 minutes by the group, or risk forfeiting the reservation if another group requests the room.
The room will close 10 minutes before the posted closing time. This will allow staff time to perform closing duties.
White board markers/eraser may be checked out and returned upstairs. Tape, tacks or staples may not be used on walls.
The room is not soundproof, please be considerate of others.
Windows must be left uncovered.
The room will be forfeited if left unattended. Personal items will not hold the room.
Staff reserves the right to ask a group to leave or to refuse reservations.
Patrons must clean up after themselves including erasing the white board and placing trash in a trash can. Groups must return all library materials to the circulation desk.
Sleeping is prohibited.
Library staff has the right to refuse the use of a collaboration room to a group or individual. Users must adhere to the Library Policy Manual.
Adults may reserve the room and must be present when the room is in use.
Food is not allowed. Cups must have a twist top lid.

Volunteers will follow City of Perry guidelines for volunteering including background checks.
The Library Director has the right to select volunteers and de-select volunteers.
Volunteers will never be alone with youth.
Volunteers will only be allowed in areas of the library approved by the Library Director.
Volunteers will not handle money or have access to money.
Volunteers will not use the circulation system with access to patron and material records.
Volunteers are not library employees and are not eligible for pay or any benefits.
Volunteers are expected to report to work with good hygiene habits. Clothing shouldn’t have rips or tears or offensive slogans or imagery. Clothing should be appropriate for the work and be modest. Leggings are not allowed unless the shirt covers the top half of the thighs.

Library programming will be planned and implemented by library staff under the direction of the Library Director. Volunteers will be used as needed. Programs will be cancelled if we don’t have adequate staff to implement an event due to emergencies.
Programming Guidelines:
Space and fire code determine the capacity for a program.
Programming is limited by funds and staffing.
Youth programs will be free of charge.
Adult programs may charge a fee to cover material costs.
Library programs can be on or off site.
Registration may be required.
All programs must be open to the public but can be designed with specific audiences or age groups in mind.
Sales or admissions in the library will be allowed for a library fundraiser.
Programs will fall comfortably within library hours to facilitate opening and closing the library. The library will seldom offer programming after hours due to staff costs.
Criteria for programming:
Is the program relevant to the mission of the library?
Is the program relevant to community needs and interests?
Does it promote library resources?
Is there a variety of programs?
Will patrons and staff be safe?
The Library Director will select outside presenters whether paid or volunteer. The Library has the right to decline a program.
Criteria for Outside Programming:
Presentation quality as determined by presenter’s background, record of presentation, and qualifications in content area.
Library programs are non-commercial in nature. They don’t promote religious, political, or partisan ideals. Occasionally the Library Director may ask a local business to share information as a library program. If information is shared, it will be educational in purpose, rather than a sales presentation.
Presenters can have business-related flyers or cards for attendees to pick up after the program. Presenters may also answer questions from attendees following a program, even though the inquiry may be related to for-profit information.
Only Noble County authors or books about local interests will have book signings at the library.
The Library Director will approve all book signings and designate the date and location in the library.
The Meeting Room Policy as well as all other library policies will apply.
The author may provide snacks. They will provide all necessary supplies and be responsible for clean-up.
The author will ensure the meeting room capacity is not exceeded.
The author will provide signs or flyers and advertise the event.
The library will not purchase a book. The author may donate a copy.
The library will not be involved in book sales. The author may bring someone to assist them, and the author will need to bring change.
The author may not interfere with library activities or display materials which are not appropriate for a public venue serving all ages.
The library has the right to limit the number of Book Signings an author hosts at the library.
As publishing becomes easier due to new printing platforms, the Library Director may opt to host an Author Event and host several authors and eliminate individual book signings.
The Library Director reserves the right to override policies on an individual basis.

Unacceptable Behavior
Perry Carnegie Library seeks to provide a safe, welcoming environment for patrons and staff. Those engaging in unacceptable conduct will be subject to library use restrictions, including loss of library privileges. The nature and length of restrictions will be decided by the Library Director (or Library Director’s appointed representative).
Examples of unacceptable behavior:
Mutilation, defacement, or theft of library property.
Violence or threats of violence.
Acts or actions that disrupt the peaceful use of library service.
Comments or actions that involve harassment, including those that create a hostile work environment.
Bathing, changing clothes or shaving in public restrooms and/or fountains.
Use of any tobacco products (including vapor cigarettes) in the library or on library property.
Pets or support animals are not allowed in the building. Service animals are allowed in the building.
Entering the library while intoxicated or under the influence of drugs.
Entering unauthorized workspaces.
Blocking of aisles, elevators, or traffic-ways. This includes cables, chargers, cords and electronics.
Eating or drinking in the library, except in cases of medical necessity.
Being noisy or running through the library.
Raising the voice or yelling.
Speaking on cell phones for loud or extended conversations.
Selling and soliciting for services, money or items.
Sleeping.
Misusing and/or rearranging furniture.
Patrons must wear shoes and shirt, and can’t wear clothing deemed offensive.
Possessing a weapon of any kind, unless authorized by law.
Any other acts or actions not otherwise listed that would constitute criminal action.
Parents/caregivers are responsible for ensuring that their children follow policies.
